NATIONAL FACT-FINDING AND SOLIDARITY MISSION IN MINING-AFFECTED COMMUNITIES IN NUEVA VIZCAYA Dupax del Norte Team September 17-20, 2013 On May 8, 2013, indigenous peoples Bugkalot and Igorot led by Alliance of Upland Barangays for Sustainable Development (AUBD), Kasibu Intertribal Response for Ecological Development (KIRED), Youth Against Mining (YAM) and Alliance of Multi-Sectoral Group Against Mining (ALMUSEGAM) began to set up simultaneous barricades in three areas in Dupax del Norte and in two areas in Kasibu, both municipalities of Nueva Vizcaya. These barricades is the communities' defense of their lands and livelihood from the entry of Royalco Philippines Incorporated, an Australian mining company that has started gold and copper exploration in Nueva Vizcaya. On June 10, 2013, Royalco filed civil suits against 15 leaders and members of the barricades. A Temporary Restraining Order (TRO) was filed against Guillermo Contales, Pacita Balinggan, Gessler Tactac, Janet Cuyahon, Denver Vicente, Osmar Osingat, Fr. Jaime Noto, Timoteo Dugay, Solomon Dugay, Bongbong Dugay, Santos Yongaan, Juanito Alucios, Dennis Guillermo and two others referred only as 'John Does' by the Regional Trial Court of Bayombong, Nueva Vizcaya. Around 300 soldiers from the 86th Infantry Battalion of the 5th Infantry Division of the Philippine Army were deployed in the barricade areas, inciting fear among locals. The military along with members of the Philippine National Police went to the upland villages to dismantle the barricades on June 12, 2013 on the basis of the TRO filed by Royalco, but the communities defied the attempt of the state forces to remove the barricades. Lion's Cave is one of the seven caves in Kapisaan,Kasibu Nueva Vizcaya.The cave extends for about 4 kms.There is another entrance of the cave aside from what I have featured here.You can access Kasibu from Bambang Nueva Viscaya about 70 kms from the highway or if you are from Santiago City via Cabarruguis Quirino about 70 plus km from Santiago.You will pass by Didipio where Oceana Gold mine is located,from there the road is rugged specially on rainy days.Nearest hotels are in Solano and Santiago City but you can arrange accommodation with the locals if you want to stay overnight.There are some other unexplored cave system in the place.Our first visit was in 2014 and the cave was not officially open to the public.Big changes were observed including the flooring and some broken stalagmites and its colour.Filmed with GoPro Hero Black down scaled to 2.7k with Z1 pround stabiliser and Sony A7rll hand held with its 5 axes in camera stabilisation,Aputure Amaran lighting. International and national and delegates from church, health, youth, peasant, scientists, indigenous peoples (IP) and environmental groups showed support to the anti-large-scale mining campaign of Kasibu, Nueva Vizcaya through a three-day International Solidarity Mission (ISM). The delegates of the ISM avow to gather strong support from other sectors and organizations, both here and abroad. On December 7-8, 2008, the ISM team visited the targeted expansion areas of Didipio gold-copper mining project of Australian-owned OceanaGold, which are Barangay Alimit and Malabing, of the Municipality of Kasibu. The ISM focused on documenting and validating the economic, social and cultural violations of the mining company and the environmental and mining-related issues in the target communities. Volunteer Medical Clinics bring Medicine to the People of Didipio and Northern Luzon. A recent medical-dental-optical mission with theme "Alay sa Ina at sa Anak" coinciding with Mother and Child Month in May, was held in the Didipio community of Nueva Viscaya on May 11th. OceanaGold Phils. Inc. or OGPI collaborated with the Kasibu Municipal Rural Health Unit of Nueva Vizcaya and recent graduates of the local Red Cross First Aide Course to host a medical-dental-optical mission for the communities surrounding Didipio. As part of their commitment to local communities OGPI has been a main supporter of medical-dental-optical missions in Northern Luzon for the past 8 years. Ramoncito Gozar, Vice President for Communications and External Affairs commented, These missions are an important part of OGPIs commitment to assist with community initiatives in the areas of health, education and the environment. An Ifugao Tribal Chieftain is Oceanagolds Tree Nursery Supervisor He works in Oceanagolds Didipio Gold Copper Projects tree nursery and leads other reforestation programs. He relates how OceanaGold makes a difference. Alfredo Dumingyay Sr., is a Tribal Chieftain from Ifugao province who has been living in Didipio Valley since 1972. He became a barangay captain from 1989-1994. Since 2004 up to present, he has been a senior leader within the Ifugao Community as Tribal Chieftain. In this role, he leads and conducts meetings of the Ifugao community and is highly respected by the townfolk. In an interview with Mang Alfredo he recollected that during the 60s and 70s, people from the Ifugao province came into the nearby province in North Luzon and settled in Barangay Didipio to look for a better livelihood. Not long after he started working in the Didipio Project, he realized the benefits that responsible mining can bring to the community. He also attended mining summits and training that broadened his knowledge on how responsible large-scale mining can operate without destroying the environment, but in many ways will enhance it. He saw the inception of OceanaGolds Didipio Project changing the life of the neighborhood. Major improvements within the community were greatly felt by the residents specifically through improved infrastructure. Mang Alfredo relayed that most of the unemployed residents have now acquired jobs in the project site. He is one of the residents who work at the Project. He worked as a Field Supervisor from 1991-2000 and since 2006 when the project resumed, he became a Sustainability Supervisor. He works in the nursery and leads other reforestation programs. He also monitors observance of the Clean Air and Water Act. He instructs laborers on proper ways of disposing oil to prevent spilling into the river and other safety measures to avoid environmental degradation and contamination. Meanwhile, when asked about the other changes in the community, he related that more students are being granted with scholarships through the OceanaGolds scholarship program. Mang Alfredos son whos taking up Environmental Science at Nueva Vizcaya State University became one of the scholarship grantees. He affirmed that sending children to schools is not a possibility in their family because they have no source of income. However, with the help of the Company, his son was able to experience the benefit of having a solid education.

MEDICAL MISSIONS From May to July of 2009, the company has sponsored six (6) medical missions within the Municipalities of Kasibu, Nueva Vizcaya and Cabarroguis, Quirino. The Barangays covered by this assistance are Didipio, the host community of OGPI's Gold -- Copper Project and its adjacent communities; Barangays Alimit and Upper Tucod in the municipality of Kasibu and Barangays Dingasan, Dibibi and Lower Tucod in the Municipality of Cabarroguis. In partnership with the Rural Health Units/Medical teams of Kasibu and Cabarroguis, respective Barangay LGU officials and community volunteers, the company provided medical and dental services to more than 1,500 community residents. Prescribed medicines and vitamins were distributed for free to all patients attended to. For some barangays, (Didipio and Dibibi) reading glasses were also distributed. In partnership with the Kasibu Rural Health Unit, traditional medical practitioners were brought together to provide free services which included acupuncture, acupressure and related forms of therapeutic massages. Around 460 patients were attended to during this health fair. Herbal medicines, soaps, acupuncture needles and other logistic requirements, amounting to PhP 73,900, were provided by the company. Ten OGPI personnel participated in the various activities of the health fair and the succeeding celebration of the Nutrition Month . These include the "Friendship" volleyball games ( we had two "rag tag" teams who competed in the male and female volleyball events), community parade and blood donation. MEDICAL SERVICES AT THE CAMP CLINIC The company continuously provides first aid services to community residents that come for help at the camp clinic. This has become more frequent lately as the Barangay Health Clinic and worker have no appropriate skills and facilities to attend to the first aid cases. Purchase of Medical equipment/supplies for the Barangay Rural Health Workers Through the DCDAI funds, the company has provided for BP apparatus and other medical equipment for the Barangay Health workers of Didipio. INFRASTRUCTURES Community Multi-Purpose Hall completed on November 15, 2009. Perimeter Fence surrounding the Community Multi-purpose building Ancabo Overflow Bridge, Verona Overflow Bridge The difficulty of crossing the two creeks during heavy rains in going in and out of Didipio has been addressed by the construction of these two overflow bridges. Dupit Overflow Bridge -- The bridge connects Barangay Alimit to Barangay Didipio Camgat Hanging Bridge Rehab The bridge links Dinauyan and adjacent barangays to Centro Didipio Circumferential Road - The 450 meters stretch of the circumferential road leading to the barangay site. Project started December 5, 2009. Didipio residents gained access to safe water for domestic use through the construction of several water systems in the valley. FAITH GARDEN PROGRAM FAITH Garden program included lectures on nutrition and vegetable production. Demonstrations on proper sowing of vegetable seeds and soil analysis were also given. OceanaGold owns the Didipio gold-copper project located in Barangay Didipio in Nueva Vizcaya and is active partner in a number of local community projects throughout Nueva Vizcaya and Quirino. Most recently on May 11th a medical mission hosted at Barangay Didipio was an overwhelming success treating some 220 residents in a similar type initiative. OceanaGold Philippines in collaboration with the Quirino Provicial government and Cabarroguis Municipal government recently sponsored a medical-dental-optical mission in Barangary Debibi in Cabarroguis, Quirino Province. In partnership with the Cabarroguis rural health unit and the Debibi Barangay council, more than 500 residents visited the medical mission headed by Dr. Mila J. Villar from the local health unit. Alay sa Ina at sa Anak has been the theme of both of the medical missions where patients received free medical, dental and optical treatments including medicine and reading glasses if needed. Provincial and town officials, amoung them Board Member Gerry Pabbilao (representing Quirino Rep. Junie Cua), Barangay Captain Narciso Kitan and Bhello Montemaor, Principal of the Debibi Integrated School, lauded OceanaGold and the team of volunteers for assisting with the medical mission. We would like to express our sincerest thanks to OceanaGold Philippines, Inc. for this worthwhile undertaking which will very much improved the health and welfare of our people and community, they said. In conjunction with the local fiesta, OceanaGold along with officials from Barangay Debibi also undertook a ceremonial planting of the Debibi reforestation program. Barangay Debibi with Oceanagold have planted some 5,000 seedlings in the local community since the start of the program. Entitled Sharing Visions on IP Community-Focused on Corporate Social Responsibility Initiatives, the conference was held on March 23-24, 2009 at the Royal Mandaya Hotel, Davao City. The sponsor was the Trade Commission of the Canadian Embassy. Headed by Mr. Andrew Smith; Senior Trade Commissioner, Mr. Ramon Yazon; Senior Trade Head and Ms. Princess Apostol; Trade Commissioner Assistant. OCEANAGOLD TRUCK KILLS TWO (2) RESIDENTS OF KASIBU... 2 DIED IN A ROAD CRASH (OMG)😨😨 NUEVA VIZCAYA - Two (2) died on the spot, including a student, when the motorcycle they were riding collided with an Oceanagold Truck early on Nov. 14, 2017 along Maharlika Highway, Bonfal Proper, Bayombong. According to reports reaching the Nueva Vizcaya Police Provincial Office - Police Community Relations Division, the fatalities were identified as Van P. Diclas, single, and Arlyn Uyaan, Nueva Vizcaya State University student, both 22 years old and residents of SO Atan, Brgy Antotot, Kasibu, Nueva Vizcaya, while the unhurt truck driver was identified as Randy A Bayas, 47 years old, married and a resident of Carulutan, Dupax Del Sur of the said province. According to netizens' posts on social media who personally witnessed, and took photos and videos on the incident, the Mio motorcycle driven by Diclas went speedy, taking a chance to avoid the LTO officers when it collided with the Sino truck owned by Oceanagold Company with plate number WGQ 503.
