Speaking at an event hosted by SACSIS and the Friedrich Ebert Foundation (FES) to examine the impact of traditional leadership on rural land reform, Nomboniso Gasa, posited that there’s a new form of dispossession taking place in South Africa, as untapped mineral resources influence a new round of land claims by the rural elite. Communal land rights and collective benefits for the rural poor are being sacrificed as a feudal and patriarchal system of governance, sustained in the name of heritage, is expanding the authority of chiefs over valuable tracts of land. This quest for land and mineral rights by traditional authorities is motivated by deposits of platinum in the North West, unexplored coal in KZN and titanium on the Wild Coast, argued Gasa. About Nomboniso Gasa: Nomboniso Gasa is a researcher, analyst and public speaker on gender, politics and culture. She weaves together her academic background, lived experience and constant engagement with contemporary and historical South African issues. Her work is in scholarly journals, in local and international print, electronic and audio-visual media. She has featured in international documentaries. She is a Senior Research Associate at the Centre for Law and Society, Faculty of Law, University of Cape Town. Her focus is on the intersection of land, living custom, the construction of identities and Traditional Leadership.

India According to the World Gold Council, the Bank of India currently holds 557.7 tons of gold. It is one of the largest stores of gold in the world! This makes up 9.9 % of the country’s total foreign reserve. Foreign exchange reserves is money or other assets held by a nation’s central bank so they can back the national currency. India, home to 1.25 billion people, is the number one largest consumer of the precious metal. Furthermore, India is one of the most reliable drivers of global demand. For example, India’s festival and wedding season, which runs from October to December, has historically been a major market for gold. And probably, one of the most interesting facts about India and gold is that India rarely invests much in gold. This is because as a country, India operates under the belief that buying gold leads to a deficit. And their belief must be proving right as things also seem to be improving for India. For instance, if you look at the last few years, India has increased its gold reserves from 557.74 to 557.77. While this might not seem like a lot, India is also at its highest point in history! In addition to what the country holds, Indian households which are considered the world’s largest hoarders of gold, hold a record 23,000-24,000 tons, which is worth about $800 billion. 9.) Netherlands In the past few years, the Netherlands has held 52% of its foreign reserve in gold. The Netherlands has a reported 612.45 tons. In 2016 it was reported that the bank was looking for a place to store all its gold because they were going to renovate the vaults and needed to moving it. The Dutch central bank is planning to move the country’s gold reserves from the center of Amsterdam to a new complex called the Cash Center. Like most countries, Dutch gold is also held in banks around the world to reduce risk. Security measures to guard the gold 24/7 have become a problem in Amsterdam. 189,000 kilos of gold will be moved at the beginning of 2022. Maybe this is one reason that over the last decade and a half, the Netherlands was selling off tons of gold in order to reduce its reserve. However, there weren’t that many buyers out there and they sold less than the country wanted. More recently the country has had less ambition to sell gold. Currently, the country holds the same amount of tons, 612.45 that they have over the last few years. However, the country has increased its percentage of foreign reserves to 61.2 %. 8.) Japan Japan is another country which had been increasing its gold reserves since the 1960’s. Their official gold holdings were reported at 765.2 tons. About 2.4% of Japan’s gold today is in foreign reserve. Historically, Japan has always held a bit more gold than other countries. This was true until 2011, when they began to sell some of their reserve in order to pump money into the economy after the tsunami and the following Fukushima nuclear disaster. But even with selling, Japan’s central bank has been one of the most aggressive practitioners of quantitative easing. For example, in January of 2016, it lowered interest rates below zero, which has helped fuel demand in gold around the world. 7.) Switzerland Prior to 1997, Switzerland was steadily building its gold reserves. In 1997, the decision was made to sell some of those reserves to bolster the Swiss currency and diversify the foreign reserves. The percent of foreign reserves in Switzerland is currently 6.7 %. Switzerland actually has the world’s largest reserves of gold per capita and currently has reported 1,040 tons. Over time, many citizens in the country started to feel like the bank was getting rid of too much gold. They then banded together with the “Save the Swiss” movement. However, once everyone was able to vote in 2014, the vote came to a no, and gold continued to be sold. During World War II, Switzerland became the center of the gold trade in Europe, making transactions with both the Allies and Axis powers. Today, much of its gold trading is done with Hong Kong and China. Around last year, the Swiss National Bank made a $5.9 billion profit, reportedly from its gold holdings. Indigenous Barngarla Australians win land claim

Australia's indigenous Barngarla people have won a campaign, lasting nearly 20 years, for the law to recognise their right to traditional lands. The native title claim over a huge tract of land in South Australia has been mostly upheld by a federal court. Native titles are pre-colonial rights held by Australia's indigenous people, derived from their laws and customs. The Barngarla people traditionally lived along the north-western shore of the Spencer Gulf in South Australia. They lodged their claim for the land in 1996. Stakeholders involved in the claim included the Commonwealth government, commercial fishers, mining companies and pastoralists. The title does not grant freehold to the Barngarla but it means groups such as mining companies must now negotiate with the Barngarla over proposed developments. The claim covered 44,481 square km (1m acres), including about two-thirds of the Eyre Peninsula. The Federal Court's Justice John Mansfield upheld most of the claim but excluded the town of Port Augusta, the coastal waters below Port Lincoln and the islands of the Spencer Gulf. Barngarla elder Eric Paige, present at the court when the judgement was handed down, said the ruling was a step in the right direction. "I'm really happy," he said, according to local media. "We're going to be getting our country back you know, so that's good." 'Bundle of rights' The judgement was particularly significant because the area is densely populated, said South Australian Native Title Service Chief Executive Officer Keith Thomas. "It is important to create some certainty for the Barngarla people about their economic aspirations," Mr Thomas told the BBC. "They don't own any of the land but they have a bundle of rights that allow them to partake in traditional activities such as hunting, gathering, using bush medicine and protecting sacred sites," said Mr Thomas. The issue of whether the native title rights have been subsequently extinguished by other land titles such as freehold title will be determined in a subsequent hearing. Australia's biggest native title claim - covering 14.6m hectares of land and waters - was lodged in a Brisbane court in December. The claim - filed on behalf of nine traditional owners - refers to much of the Cape York Peninsula in the far north of Queensland. Under that claim, any land development will require consent from the owners.

Aquino III stated the historical and cultural importance of Filipino indigenous peoples during the 15th anniversary of the passage of the Indigenous Peoples Rights Act (IPRA) at the GSIS Theater in Pasay City. "Nagtitipon tayo, hindi lang para magbalik-tanaw sa mga tagumpay na ibinunga R.A. 8371. Narito tayo upang higit pang paigtingin ang ating dedikasyon sa paglinang at pagbibigay-lakas sa ating mga katutubo bilang mahalagang bahagi ng ating kultura't lipunan," the President said. He mentioned that his administration aims to provide programs which will promote equal rights and opportunity among the members of indigenous groups including the signing of Executive Order No. 11. It granted the relocation of the National Commission of Indigenous Peoples (NCIP) office from the Department of Environment and Natural Resources to the Office of the President. In such way, the needs, aspirations as well as complaints of the native groups are easily addressed by the government. The President also said that the P20 million allotted yearly for the delineation of ancestral domain has resulted to the titling of 300,000 land hectares. He stated that as of year 2012, 158 certificates of ancestral domain titles are distributed to almost one million claimants. This number includes the release of two certificates of ancestral domain titles (CADTs) and four certificates of ancestral land titles (CALTs) to Pangalawang Pundador Rodolfo Aguilar and Paula Langguyod, Panlima Amparay Das and Panlima Angelito Sanukay, heirs of Elizabeth Mat-an, Lydia Bidos, Dominador Galian and Virginia Cuyan-Panganiban during the event. President Aquino also led the distribution of plaques of recognition to individuals and organizations that helped in the passage of IPRA. The awardees include former congressmen Jeremias Zapata and William Claver, former senator Juan Flavier, former ambassador Howard Dee, the Commission on Human Rights, Gazton Z. Ortigas Peace Institute, Interim National Indigenous Peoples Council and his mother, former president Corazon Aquino. Mylinar Ligligen, Edmar Fronda and Krichelle Mei Cariño are three of the one hundred indigenous students who were awarded in the ceremony with the merit-based scholarship worth P25,000 per semester. The Chief Executive was accompanied by Justice Secretary Leila de Lima, Government Service Insurance System Chairman Daniel Lacson Jr. and NICP Chairman Zenaida Brigida Pawid. * * *

Governments in Canada are promoting intensified resource development - at home and abroad -- as the cornerstone to economic growth. At the occasion of the fifth anniversary of the adoption of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), the panel will discuss how the pursuit of unrestrained resource extraction without protection of Indigenous peoples' human rights may threaten their culture, subsistence and in many instances their very survival. Luis Evelis Andrade is the Chief Counsellor of the National Indigenous Organization of Colombia (ONIC). The Colombian Constitutional Court has concluded that at least one-third of the 102 distinct Indigenous nations in Colombia face the imminent risk of total annihilation as the consequence of forced displacement from their lands. ONIC is campaigning for enforcement of the protective measures ordered by the Court and respect for the right of free, prior and informed consent as affirmed in the UN Declaration on the Rights of Indigenous Peoples. Anne Marie Sam is an Indigenous woman from the Nak'azdli First Nation in central British Colombia. Her family has lost access to their traditional lands because of the construction of a large open pit mine, the first new mine to enter construction in BC in more than a decade. Her community would also be affected by the eventual construction of the proposed Northern Gateway Pipeline. In this video, Trivinia Mwanga Mwamburi from Kenya takes you with in her fight to get the land back which was taken from her because of the expansion of large scale salt mines. Mining - both legal and illegal has a huge impact on people and their environment. Local communities are displaced and their land and water sources are polluted. Women are disproportionally affected since they are responsible for securing water and food and take care of community members fallen ill from environmental pollution. Sexual harassment and abuse of women in mining areas is also commonplace. The three part series ‘Reality of Mine’ gives a voice to women affected by mining in India, Kenya and South Africa. The states fear they may be forced to close up to 210 communities because they will not be able to afford municipal services if the federal government cuts $90 million in funding to Western Australia and $10m to South Australia. Professor Williams, from the University of NSW’s law school, said that, under the constitution, aboriginal people were powerless and had no rights except where native title existed. In this case, ­native title was not under threat. “The constitution was drafted to deny aboriginal people their rights and not vindicate them. It was a racist power to deny them their rights,” Professor Williams said. The Aboriginal Legal Rights Movement said it would investigate any legal avenues to prevent centres from closing. Professor Williams said, given there was no mention of aboriginal people in the constitution, he could not see what they could challenge, leaving them powerless from being moved from their lands. He said they would not be able to claim any compensation if their communities were closed down — or they could choose to live without any services. West Australian Premier Colin Barnett accepted the one-off $90m payment from the federal government to take over responsibility for municipal and essential services, but has conceded that a dearth in funding could force community closures. South Australian Aboriginal Affairs Minister Ian Hunter said that up to 4000 people would be affected across the Anangu Pitjantjatjara Yankunytjatjara Lands. “Prime Minister Abbott claims to be the prime minister for indige­nous peoples, but his government is unilaterally walking away from this responsibility and will literally be turning the lights out as they go,” Mr Hunter said. ALRM chief executive Cheryl Axleby said federal funds were being used to prop up mining ­communities yet they were being withdrawn for aboriginal lands. “We’ve got remote mining communities that are sustainable by local councils, why are we not sustainable?” she said.

So here we are on our first All-Terrain Family group tour. With 13 rigs! Ouradventure begins on the edge of Winnemucca Dry Lake in Pershing County, Nevada. First thing was to air down the tires for the day on the dirt. This isn’t strictly necessary for this route, but it does make the going a little smoother. We had a diverse range of vehicles in the caravan from stock and modified 4Runners to Built Jeeps and Power Wagons and even a stock Nisan Frontier. All did great on this easy dirt road tour and some enjoyed some bonus rock crawling. The kids enjoyed a quick romp around the rocks and sage brush while tires were aired down before we moved on across the wide valley. Another reason to air down is the sand. If you keep your speed up you should be fine, but it is definitely possible to get stuck out here. Our first stop was the MGL Mine Mill ruin. Every time we stopped kids swarmed out over the rocky landscape and derelict objects looking for obstacles to climb and artifacts to discover only slowing down long enough for a boost from a parent as they ascend the crumbling structures. We were stoked that all our new friends were down with the All-Terrain Family vibe which includes leisurely exploring, Lingering over historic and natural land marks and a proper lunch. It was great to meet and get to know new friends on such a beautiful day in Nevada. From there the road continues north around the dry lake to where it heads up onto School Bus Canyon. We climbed out of the valley on a shelf road into the steep canyon. The caravan spread out to avoid dust and made its way up the canyon at a measured pace. Shawn brought up the rear in the white Power Wagon and kept in communication with Brent at the front to keep the group on course. I would have participated in this coordination, but there seems to be something wrong with my CB antenna… Anyway, soon after entering canyon the terrain levels out and opens up to a flat spot that is home the eponymous school busses. How these busses came to rest here I can’t tell you. There’s no plaque or trail marker or kiosk detailing the provenance of these two fading yellow leviathans. The road in might have been better in the past, but you could certainly get a bus up there still today without too much difficulty if you had a mind to. Still, none of the kids seemed to think it was strange to find such an artifact in so lonely a place. They walked through them. Climbed atop them. Swung on them like playground equipment. It’s something more than novelty. Or maybe less. Whatever the story of these busses and how they made their way down a rough dusty road to a place that didn’t yet have a name to be abandoned and abused and slowly dismantled and broken apart by later generations doesn’t really matter. Such things are not rare. The west is rich with metal ghosts as much out of place as they are out of time. Their value, if they have any, isn’t in their history as much as their fleeting existence. They are here for us to see them now. They’ll disappear one piece at a time, or just sink into the surroundings as he kids grow up remembering something so strange it can’t have been real. After we were done with the school busses we headed up the canyon to see where the road leads. And you can follow us up there next time, on all-terrain family. The states fear they may be forced to close up to 210 communities because they will not be able to afford municipal services if the federal government cuts $90 million in funding to Western Australia and $10m to South Australia. Professor Williams, from the University of NSW’s law school, said that, under the constitution, aboriginal people were powerless and had no rights except where native title existed. In this case, ­native title was not under threat. “The constitution was drafted to deny aboriginal people their rights and not vindicate them. It was a racist power to deny them their rights,” Professor Williams said. The Aboriginal Legal Rights Movement said it would investigate any legal avenues to prevent centres from closing. Professor Williams said, given there was no mention of aboriginal people in the constitution, he could not see what they could challenge, leaving them powerless from being moved from their lands. He said they would not be able to claim any compensation if their communities were closed down — or they could choose to live without any services. West Australian Premier Colin Barnett accepted the one-off $90m payment from the federal government to take over responsibility for municipal and essential services, but has conceded that a dearth in funding could force community closures. South Australian Aboriginal Affairs Minister Ian Hunter said that up to 4000 people would be affected across the Anangu Pitjantjatjara Yankunytjatjara Lands. “Prime Minister Abbott claims to be the prime minister for indige­nous peoples, but his government is unilaterally walking away from this responsibility and will literally be turning the lights out as they go,” Mr Hunter said. ALRM chief executive Cheryl Axleby said federal funds were being used to prop up mining ­communities yet they were being withdrawn for aboriginal lands. “We’ve got remote mining communities that are sustainable by local councils, why are we not sustainable?” she said.

Since July 2010, the Unis'tot'en clan of the Wet'suwet'en First Nation have been successfully blockading 7 oil and gas pipelines from encroaching on their traditional territories. Toghestiy, Likhts´amisyu Hereditary Chief received much of his cultural training from his late grandparents Madeek and Sa’itne. Their teachings brought him through much of the ancient and unceded landscapes. Many days and nights were spent exploring trails, hunting/trapping areas, fishing sites, campsites, and village sites of his people. Today, Toghestiy takes the responsibilities of being a hereditary chief very seriously. His philosophy is based on the ancient Wet’suwet’en philosophy called “Wiggus”, which requires the highest level of understanding, respect, and humility for absolutely everything. Melina Laboucan-Massimo is from Northern Alberta and a member of the Lubicon Cree First Nation. She has worked as an advocate for Indigenous rights for the past 12 years. She has studied and worked in Brasil, Mexico, Australia and Canada focusing on Indigenous rights and culture, resource extraction, and ICTs. She has produced short documentaries, researched, and worked on topics ranging from the tar sands, inherent treaty rights, water issues to cultural appropriation with various organizations like the Indigenous Media Arts Group and Redwire Media Society. Kanahus Manuel is a mother and warrior from the Secwpemc Nation in the Shuswap region of so-called British Columbia. She has been active in fighting against development projects and corporations such as the Sun Peaks Ski Resort and Imperial Metals. Recently, she has been involved in organizing to raise awareness about the Mount Polley gold-copper mine tailings spill, possibly the worst mining pollution disaster in Canadian history. She helped to set up the Yuct Ne Senxiymetkwe camp at the disaster site. Melissa Daniels is a member of the Athabasca Chipewyan First Nation (ACFN) and holds a Bachelor of Science in Nursing as well as a Juris Doctorate. Richard Wright is the spokesperson for the House of Luutkudziiwus of the Gitxsan Nation. In August 2014, Luutkudziiwus permanently closed their Madii Lii territory to fracked gas pipeline development. They have taken full control of their land and resources, will be implementing sustainable economic development on the territory, and are pursuing the legal avenue of obtaining full Title to the land. Ben Cousins: South Africa Needs a Hybridised Form of Communal Land Ownership in Rural Areas

Speaking at an event hosted by SACSIS and the Friedrich Ebert Foundation (FES) to examine the impact of traditional leadership on rural land reform, land expert, Prof. Ben Cousins of the Institute for Poverty, Land and Agrarian Studies at the University of Western Cape (PLAAS) contended that traditional leaders enter into deals with mining companies in the name of the community, but these deals are often private. The chiefs and their immediate family members benefit most from the deals with the broader community gaining few benefits. He said that this is happening beyond mining in other areas such as tourism, agriculture and property development. For example, the Bakgatla-Ba-Kgafela chief, Nyalala Pilane, is developing a R300m shopping mall using money that he has gained from platinum royalties. Cousins argued that the land grab by traditional leaders is taking place with the connivance of government. Cousins called for a new hybridised form of communal land ownership where custom would not be rejected, but made compatible with modern institutions -- and quite importantly where women would have equal rights. About Ben Cousins: Professor Ben Cousins holds a DST/NRF Chair in Poverty, Land and Agrarian Studies (PLAAS) at the University of the Western Cape. He holds a DPhil from the University of Zimbabwe, and was in exile between 1972 and 1991. His interests are land and agrarian reform, common property regimes, livestock production and smallholder agriculture.

Today the Dumagat's rights and way of life are challenged. Outside settlers and mining companies have claimed large portions of the land. The Dumagat's peaceful nature leaves them vulnerable. The United Methodist Committee on Relief (UMCOR) is working to empower the Dumagat people and equip them for a changing world. A long term project promoting basic literacy and agriculture skills will allow these indigenous people to preserve their traditions. This is the only life Domino San Pablo has ever known. Stories of land-grabbing are increasingly common around the world. Agro businesses and mining companies are hungry for resources, locals governments for economic growth and small land owners for a better life. But often, a lack of transparency causes deals meant to be for mutual gain to end up in misunderstandings, deceit and corruption. The losers are those living in poverty, those who do not have the knowledge and the means to defend their rights. The Lutheran World Federation (LWF) works with communities in Mozambique and Colombia who have been affected by land grabbing.
