With duty to consult and accommodate requirements in place, Saskatchewan First Nations have become national leaders in working out appropriate collaboration and impact and benefit agreements with companies and governments. Much more can be done. More First Nations can be employed on the resource projects. Greater care can be taken to protect our traditional lands and protect our people from harm. There are important business opportunities for First Nations companies that remain to be developed. First Nations will not stand in the way of properly managed development that is based on consultations and agreements with our communities, but nor will First Nations agree to open-ended development strategies that do not return a fair share of the benefits from resource development with the Saskatchewan First Nations.

Many Canadian First Nations and Aboriginal organizations are using digital media to revitalize their languages and assert control over the representation of their cultures. At the same time, museums, academic institutions, and individuals are digitizing their ethnographic collections to make them accessible to originating communities. In this presentation I will explore how the term "virtual repatriation" is being applied to the digitization and return of heritage to Aboriginal communities, and draw attention to the opportunities, challenges, and critiques associated with digitization, circulation, and remix of Aboriginal cultural heritage. I will discuss recent projects including the collaborative production of a Virtual Museum of Canada exhibit with the Doig River First Nation, a Dane-zaa community in northeastern British Columbia, and a current collaborative production of a virtual exhibit with members of the Inuvialuit community in the western Arctic and curators at the Smithsonian's National Museum of Natural History. I will show that while access to cultural heritage in digital collections can facilitate the articulation of intellectual property rights to digital cultural heritage----including the right to restrict circulation----it also amplifies the difficulty of enforcing those rights. Kate Hennessy is an Assistant Professor specializing in Media at Simon Fraser University's School of Interactive Arts and Technology (SIAT). She has a PhD in Anthropology from the University of British Columbia and an MA in the Anthropology of Media from the University of London, School of Oriental and African Studies. As the director of the Making Culture Lab at SIAT, her research explores the role of digital technology in the documentation and safeguarding of cultural heritage, and in the mediation of culture, history, objects, and subjects in new forms. Her video and multimedia works investigate documentary methodologies to address Indigenous and settler histories of place and space. She is a founding member of the Ethnographic Terminalia Curatorial Collective, an international group exploring the borders of anthropological, curatorial, and artistic practice (http://ethnographicterminalia.org). As assistant editor of the journal Visual Anthropology Review, she designed its first multimedia volume. Her work has been published in journals such as American Indian Quarterly, Museum Anthropology Review, and Visual Anthropology Review. She was a Trudeau Foundation Scholar from 2006-2010, a Social Sciences and Humanities Research Council of Canada Graduate Scholar from 2005-2009, a Canadian Polar Commission Scholar in 2006-2007, and a Commonwealth Scholar in 2001-2002.

Malawi is located in the southern part of Africa, landlocked and surrounded by three countries-Zambia, Mozambique and Tanzania. It has a population of 16.36 million, and has a GDP per capita of US$355. After countless efforts towards sustainable development; Malawi remains one of the poorest countries in the world with a Human Development Index (HDI) ranking of 174 of 187(UNDP, 2014) Countries and territories, which is on the lower end of the human development category. According to the Malawi National Youth Council, young people in Malawi make up 70% of the total population, reason enough that they should have an important role to play in development. An encouraging statistic is that 83% of young people in Malawi are literate. One of the key priority areas of the Government’s development policy document, The Second Malawi Growth and Development Strategy (MGDS II); Child Development, Youth Development and Empowerment. Emphasizes the need to invest in young people to improve productivity, reduce health costs and enhance social capital.” The Bank therefore seeks to support Government efforts by encouraging youth participation in the soci-economic development of the country. This will be done by encouraging discussing, at an early stage, among young people of pertinent issues affecting the development process in Malawi. The World Bank therefore has organised a panel discussion that will provide a platform to young people who can provide their views on what will it take to end poverty.

The Gold Coast is a metropolitan region south of Brisbane on Australia’s east coast. It's famed for its long sandy beaches, surfing spots and elaborate system of inland canals and waterways. It’s also home to theme parks such as Dreamworld, Sea World and Wet’n’Wild. Inland, hiking trails crisscross Lamington National Park’s mountain ridges and valleys, home to rare birds and rainforest. The Gold Coast is approximately half covered by forests of various types. This includes small patches of near-pristine ancient rainforest, mangrove-covered islands, and patches of coastal heathlands and farmland with areas of uncleared eucalypt forest. Of the plantation pine forests that were planted in the 1950s and 1960s, when commercial forest planting for tax minimisation was encouraged by the Commonwealth government, tiny remnants remain. Gold Coast City lies in the southeast corner of Queensland, to the south of Brisbane, the state capital. The Albert River separates the Gold Coast from Logan City, a suburban area of Brisbane. Gold Coast City stretches from Beenleigh and Russell Island to the border with New South Wales (NSW) approximately 56 km (35 mi) south, and extends from the coast west to the foothills of the Great Dividing Range in World Heritage listed Lamington National Park. The southernmost town of Gold Coast City, Coolangatta, includes Point Danger and its lighthouse. Coolangatta is a twin city with Tweed Heads located directly across the NSW border. At 28.1667°S 153.55°E, this is the most easterly point on the Queensland mainland (Point Lookout on the offshore island of North Stradbroke is slightly further east). From Coolangatta, approximately forty kilometres of holiday resorts and surfing beaches stretch north to the suburb of Main Beach, and then further on Stradbroke Island. The suburbs of Southport and Surfers Paradise form the Gold Coast's commercial centre. The major river in the area is the Nerang River. Much of the land between the coastal strip and the hinterland were once wetlands drained by this river, but the swamps have been converted into man-made waterways (over 260 kilometres (160 mi) in length or over 9 times the length of the canals of Venice, Italy) and artificial islands covered in upmarket homes. The heavily developed coastal strip sits on a narrow barrier sandbar between these waterways and the sea. To the west, the city borders a part of the Great Dividing Range commonly referred to as the Gold Coast hinterland. A 206 km2 (80 sq mi) section of the mountain range is protected by Lamington National Park and has been listed as a World Heritage area in recognition of its "outstanding geological features displayed around shield volcanic craters and the high number of rare and threatened rainforest species". The area attracts bushwalkers and day-trippers. Important rainforest pollinating and seed-dispersing Black flying foxes (pteropus alecto) are found in the area and may be heard foraging at night. Deputy Minister of Planning and Investment, Dr Bounthavy Sisouphanthong, believes the report contains valuable information about the nature of and challenges for human development that will be an important reference for all parties involved in development planning and policy making. UNDP Resident Representative Minh Pham said Our analysis confirms a message found in every Human Development Report: economic growth does not automatically translate into human development. Significant investments in people, in education and skills as well as in nutrition and health, are vital," The report examines the fast-changing world and the implications for human development at the global level. According to the report, the significant gains made in economic growth and social welfare over recent years have paved the way for continued improvement in human development in Laos PO: The next one is due in 2014 and will focus on achieving the MDGs as a vital element of both Least Developed Country graduation and in reducing inequalities and vulnerabilities across communities in all regions of the country.

Patricia Kelly, Ph.D. Associate Professor of Critical Studies at the Emily Carr University of Art and Design in Vancouver, Canada Measuring Here and There, or the Decentralization of American Art When influential art critic and curator Lucy Lippard staged 955,000 in Vancouver, BC in January 1970, she was acknowledging the international aspirations and interconnectivity of much American conceptual art. Participating artists such as Robert Smithson, Douglas Huebler, and Sol LeWitt, had, by this time, well established practices concerned with mapping and relationality. Lippard's push towards decentralization signaled a broader desire among contemporary artists and critics to increase opportunities for sustained intellectual and creative inquiry, to understand art practice from a global (rather than regional) perspective, and to expand networks of like-minded artists across national borders in often unexpected and creative ways. Using this exhibition as a point of departure, this paper will explore the circulation of artists between the US and the West Coast of Canada in the late 60s and early 70s, and its potentially destabilizing effect on American art history. Conversation with James Luna & Michael Hatt, Ph.D. Dr. Hatt is Professor in the History of Art at the University of Warwick, England Wang Dang Doodle Encounters, or Representing the Indian, Then and Now James Luna's practice has focused on cross-cultural, multicultural, and current cultural issues in contemporary American Indian society. He will present his most recent installation, which opened last month at the Denver Museum of Nature and Science. Luna will be joined by Michael Hatt to discuss his work in relation to art history, the representation of Native Americans in the past, and the ways in which that history is presented to the public. Deborah Butterfield Deborah Butterfield is a major American sculptor whose subject since the 1970s has been the horse. Butterfield earned an MFA from the University of California, Davis, and is the recipient of numerous awards and fellowships, from such organizations as the National Endowment for the Arts. In this presentation, Butterfield will overview much of her career, from her college works to her current studio practice. Derrick Cartwright, Ph.D. Director of University Galleries and Professor of Practice, Art History at the University of San Diego Proliferating Participation: American Art Displays in Eras of Crisis Contemporary American museum culture is fraught with challenges. In the face of weakening public support, institutions today claim that they seek audience engagement as a key to maintaining relevance and achieving sustainability. This talk explores the ways that "participation" has often been held up as a virtue by American art exhibitions past and present.
